It was a traffic engineering decision. You might want want to talk to them.

I submitted about 7 requests for this when I lived down there. When St. Mary's
went up, they
ground out the bike lane solid line (Northbound), but not the bike diamonds,
then didn't
replace them when construction was over, so for a few blocks it looks like a
regular lane -
until The Curve diner, where all the cars that were in the right lane have to
merge
dangerously back into traffic because of the marked bike lane and parking. Then
on the SB
lane, as you noted, the bike lane has been slowly been shortened before Fish
Hatchery. The
"Bike lane Ends" sign used to be after Dave's BBQ, but is moving North. This
puts SB
cyclists in the precarious position on having to straddle the painted line
between "off ramp"
traffic, and "thru traffic" - both of which are moving at 40 mph, horns
blaring,less than 3'
from cyclists.
Finally there's some easy breathing south of Fish Hatch, in the parking/bike
lane that seems
perpetually filled with mufflers and other chunks of metal - at least it's wide
enough that we
can maneuver around them.
