A couple of weeks ago i rode from Milwaukee back to Madison on the glacial 
drumlin trail.  the trail was in pretty good shape, i'm assuming due to the 
lack of snow and snowmobile traffic over the bridges.
 
during the course of my ride, I rode the new bike overpass at Hwy 26.  it's a 
nice bridge but seems a bit "over engineered" when compared to the old 
underpass that used to exist there.
 
it got me thinking, "What are the criteria used in deciding whether to site an 
underpass or an overpass at a busy intersection?" while an overpass is better 
than an at-grade crossing, I find them kind of ugly and, in the case of 
overpasses like the Starkweather creek overpass at East Washington ave., 
extremely steep for such a short distance.
 
is it a question of safety or economics?  i assume an overpass is cheaper to 
make than a tunnel?
 
also, i rode by the Renew Energy Ethanol plant, which requires bicyclists to 
get off the trail and take roads around the plant.  is that plant still 
operating?  i thought they went bankrupt or were bought out by Valero Energy.  
It looked pretty abandoned when i rode by it.
