Yellow is gas; blue is water.
In Fitchburg these are remark periodically and when they need it and
someone is there with a spray can. The colors are for identification
and not for warning.
Valve covers should be level with the street in all cases, neither
raised nor sunken. The cover housings are designed so they can be
raised and lowered independently of the valves to match the pavement.
If they are raised or sunken, report it as a problem to city
engineering: https://www.cityofmadison.com/reportaproblem. Cities care
about your rims and their snow plows!
