when driving around se wisconsin I am witnessing huge amounts of funds 
waisted...the highway 26 4 lane expansion is a joke and boondoggle....for 
example..and there are many more....all of these bypasses..how's that actually 
working for our economy in so many small towns?  insider deals for commercial 
land near the exits (this is a huge racket nationwide)..hallowing out the 
downtown viability..where much of the character resides...this homogonization 
of our small towns into nothing more than another way station for a 
hardees/mcdonalds/appelbies and wall mart world...not smart.  And works against 
a LOT of the Main Street programs where we've tried to revitalize our unique 
small towns.  The Highway 12 north of Baraboo is another recent example...wow, 
it saved maybe a minute...and has now created an economic wasteland.

I found this editorial on page 12 of walworth sunday online edition by dan 
plutchak very very interesting..they weren't even doing studies of economic 
impacts!!! gee, that's smart...well..not really.

Capping the high end doesn’t sound progressive to me.
 
But raising these fees is a very bad idea for a number of reasons:
 
1)      WISDOTs current scoring system is biased toward highway expansions and 
does not provide a full economic analysis needed to justify more spending by

2)      Current plans do not include phasing out the minimum $35.1mil carve-out

3)      There is no plan to restore the money diverted from cities and towns 
local transportation aid. [pg. 7  http://1.usa.gov/PI0B3T ]
4)      When you raise taxes on drivers, they will expect even more priority 
compared to other modes at state and local levels.  When you give drivers 
priority, you end up inducing more automobile traffic and increasing the 
perceived need for more spending on roads.
