This irritates me, too. In the reporter's mild defense, it's entirely
standard reporting practice, and all I can figure is that it's part of an
institutionalized blame-the-victim gambit. Would we stand for

  The victim, who was wearing a short skirt, ...

in reporting of a sexual assault case? I hope not.

At least it was described as a crash instead of an accident.
