The Bike Fed is going to save the day you say?  Here’s what my sources say 
about the Bike Fed’s lobbying ability:

 

“my friend says that the bike peeps have horrible lobbyists”

 

“he says that they just come in once per year and explains their position then 
that's the end of it”

 

“working with WTBA is a joke WTBA is working against them“

“tba is throwing their own members under the bus. smaller contractors are 
getting killed. most of the money is going into huge jobs TBA smart, Bike Fed 
dumb”

 

I wish I could say I had confidence in the Bike Fed.  But at this point, the 
budget isn’t going to change much according to what I’ve been reading.  The 
time of greatest potential influence has passed, and at that time the bike fed 
stuck with its flawed message that does not resonate with Republicans.  It’s 
not like this is a surprise – I’ve been hammering on this point for a couple of 
years now.

        Matt:
        I have those documents. And more. Given the change in funding method 
and lots of unknowns (even including impending Sequester) this whole area is in 
a state of flux, economically and politically. We have a long way to go, and I 
admit to not being able to project the end result or to ascribe set-in-cement 
positions to people at this point. Politics is fluid, to say the least. These 
things aren't written in stone. They morph as they are being manipulated by 
special interests, and we are a special interest. Some would say one of the 
good ones, others not. And we will be doing some manipulating. If your sources 
are as good as you say, why don't you link them up with  the lobbyists at Bike 
Fed. I'm sure they'd welcome the benefit of all information you can provide. 
Join the cause, because it is going to be through Bike Fed that the funding 
methods and levels will be written.

So it indeed looks like state funding for all alternatives has been zeroed out.

9.  Federal Funding Distribution Changes
 
The Governor recommends modifying the department's expenditure authority to 
reflect changes in  federal funds distributions by:  (a) reducing federal 
funding (-$6,249,900 SEG-F in FY14 and  -$6,152,400 SEG-F in FY15); (b) 
consolidating three federal local aids appropriations into a new  federal 
transportation alternatives appropriation; and (c) reducing local matching 
funds to reflect the federal funding reduction (-$947,600 SEG-L in FY14 and 
-$923,300 SEG-L in FY15).  The Governor also recommends eliminating federal 
funding for programs that are no longer eligible for federal support 
(-$4,488,700 SEG-F in each fiscal year).  The Governor further recommends 
modifying current law to require projects that receive funding from the 
department via transportation alternative grants must begin within four years 
from the date that the grant is awarded.
 
So Bill Hauda, can you believe that?
