What has been happening at JFC is that as the committee takes up an item, one of the recommended options in the papers is moved, then voted on. Members have the option of introducing their own amendment as well. Generally, the republicans have been steamrolling the votes 12-4, so I recommend you spend your time with an ask that has a chance of passing muster with the hard-core conservatives, who are concerned about the massive borrowing in the transportation budget.
