That means even some bicycles are not "bicycles," but play vehicles - e.g. a friend's folding bike (for adults), which happens to have 12" wheels. So technically she can't legally ride that bicycle on Wisconsin roadways. In practice, I doubt any law enforcement officer could stop laughing at the sight of an adult on a 12" wheel bicycle to give her a citation.
