I don't know the history pre-2005, when I came on the Council, but Fitchburg has a similar requirement. I think it's primarily to help return stolen bikes to owners. (Our PD annually auctions recovered bikes that can't be returned.) The cost is $5 for as long as you own the bike. Unfortunately, the license "database" is a card file that can't be searched, I believe. The requirement to register is not enforced.
