There appears to be a Report a Pothole link on the city's front page under "spring." I'm not sure which link would be best, but the Report a Problem site seems to filter the problems to the correct office quite efficiently. I have found that they are surprisingly prompt in fixing things, as long as they know. It extends from the curb out into the bike lane. Also, the potholes are big enough to give me my first spring flat.
