?We were struck by the lack of information, the lack of action and the lack of a sense of outrage over these deaths, even in communities where this kind of tragedy is relatively common,? the report states.

The researchers took a stab at determining whether a driver was arrested or cited in the crash. They were able to come up with information for 285 for the 633 deaths, gained through public records or obituaries. They found evidence of an enforcement action in 136 of the deaths, with sentences handed down in 77.
...

Over 500 fatalities, and and they could only find information for about half of them?

Just last week we were discussing a driver who ran a red light and crashed into some bicyclists: no ticket, no problem!
