       Trail Funding in Jeopardy  A little known provision slipped into the
massive state budget a year ago threatens to derail $30 million in bike and
pedestrian projects.

The budget amendment essentially kills any bike or ped project that didn't
get underway four years after funds were awarded from the state. Local
projects often take longer than 48 months to get going because there can be
so many complicated issues to resolve including rights of way acquisition,
securing local matching grants and working with neighborhoods and
businesses along a route. Certainly, there have been complicated road
expansions that have taken a lot longer than four years to break ground,
but the budget provision didn't apply to highway projects.

In total 54 projects around the state are at risk of losing funding and
some could have their funding cancelled as early as July 2nd.
