Turns out that the study that showed that almost all bicyclists obey red lights came as part of a full academic study to look at bicycle-specific traffic signals. It was conducted to make possible recommendations about including bicycle-specific traffic signals in updates to the Manual of Uniform Traffic Control Devices (MUTCD), the "bicycle" of traffic control.
