The traffic count sheet is dated 2013, and having ridden through that area (Midtown to Marty to Raymond to S High Point to the Badger Prairie path) I would estimate the daily count to be higher. New development on the north side of Verona seems to have prompted a recent increase, using Raymond and S High Point to avoid congestion in the PD/Maple Grove area. Some sort of active signal for path users would be well worth considering if indeed traffic has increased.
