DNR is expanding the list of actions that it won't have to do any analysis
on:  "The proposed permanent rule expands the list of "minor actions,"
changes the term "equivalent analysis'' to "integrated analysis," and
expands and amends the list of these integrated analysis actions, for which
a separate environmental analysis process is not required."  ... approval
of construction plans and specifications of ... CAFOs (concentrated animal
feeding operations).

"The rule also clarifies: several definitions; procedures for WEPA
compliance determinations and publication requirements; and strategic
analysis requirements." NOT FOUND!

"A strategic analysis process (?) is required for review of significant
policies" ("significant" is not defined).
