Although not directly related to bicycling, as we all know big highways and
the emphasis on accommodating driving over all other modes hinders both the
funding of bicycle and pedestrian-friendly projects and the ability of
people to walk and bike to daily destinations.

The piece from Streetsblog explains why the National Environmental
Protection Act (NEPA) doesn't really help stop big highways that really are
detrimental to the environment. Fortunately, some court cases -- including
the one involving the Zoo Interchange -- have made a few small dents in
business as usual.
