There are certain areas close to the driveway and street that have height
limits. I think it's two feet. Although Tim's petition does not reflect
this, the inspectors objected to a bush intruding into one of these "vision
triangles."

We can argue whether the ticket he got was valid or whether the city should
be more lenient, but IMHO the petition is a little short detail and
conflates the issue of being able to have plants in one's yard/terrace in
general with the form and location of these plants.
