Thanks to Sarah for posting this so quickly. It just showed up on my neighborhood listserv as well, since this is a neighborhood park.
For those who might be saying, "Where is Quarry Park, and why would I care as a bicyclist?" This is a small park a bit west of my house. It is approximately behind Whole Foods. While I have never been inside the park myself (weird, because I live really close and ride my bike and drive by it all the time), I have heard that it is a popular place for mountain biking, especially for local youth -- i.e. those who can't drive. I'm not sure if mountain biking is technically legal (along with using it as an off-leash dog park), but both activities are very common. Apparently, there has been some fairly substantial trail building going on by mtb groups. However, because of the make-shift nature and natural terrain, the trails are quite steep. Also, walkers/dog-owners may not feel safe on a trail with people sort of barreling out of control down the hill. (Not that everyone is out of control, but as alder I heard quite a lot of complaints about kids either not respecting other users and also possibly endangering themselves.) Now, this is all second-hand on my part, so maybe someone with more direct experience can comment. However, the current use as an in-town mountain bike location -- wonderful that kids and others can access it without driving -- is one reason bicyclists may be interested in this small park and future uses.
