Robert et al., Perhaps Grant responded directly to you already, but I asked the same question and was delighted to find out that Grant created and is administering the survey. Madison should be collecting this sort of data themselves, but they aren't. Grant is collecting the data so that it can be shared with the city to effectively inform winter biking policy decisions in Madison.
