I've always felt that the sooner we place some reasonable limits around e-bikes the better. Industry will only get more involved as time passes.
To provide a counterpoint to the images of speed freaks barreling down a path, I'd like to point out that there are many less nefarious uses for e-assist. My wife is soon to be the proud owner of an e-assist cargo bike, which will allow her to haul our two kids, groceries, and associated stuff around town without adding to vehicular traffic, parking congestion, or air and noise pollution. Due to the hills in our neighborhood, it was either e-assist or the car. Given her comfort level with riding in mixed traffic (not very), she plans to make use of the many excellent paths around town and will ride courteously and at speeds no greater than if she were on her regular bike by herself. The lack of regulation is worrisome - and no, the current total ban on off-street facilities throughout the state is less about regulation and more about a law which did not anticipate e-bikes.
