Wouldn't an experienced thief just learn to have the area they are cutting into face away from them? They start their cut on the opposite side of the lock from where they are standing. Once the substance releases, they may even be able to move over to that side to finish the cut. Or turn it to the side so they don't have to cut towards their body if using a saw. I don't know what tools they use.
