1. Find every way possible to get more people to bike: safety in numbers, eyes on the street.

2. Good police work and swift justice. (That seems to be happening in this case.)

Like other kinds of crime and terrorism, it's impossible to prevent every incident, but in a civil society, we manage the risk with good policing and justice.
