Thanks for posting.  I want to make a comment on using count data.

One thing to remember about transportation modes is that current use, and
hence counts, can be severely artificially depressed or limited by a lack
of infrastructure (e.g. Atwood Avenue) or a lack of perceived safety on
what may be thought of as adequate infrastructure (e.g. the wide, but not
buffered or protected, bike lanes E. Washington Avenue).  I am ambivalent
about gathering or using current bike counts unless they are thoughtfully
and productively used.

An easy way to demonstrate this is with transit: if you don't have a bus
route somewhere and you measure current transit use in that corridor, you
are going to get a bus count of zero.  That has no predictive value of
whether or not adding a bus route in that corridor would be a good
investment or not.

I do believe that bicycle mode should be measured- as a current baseline
measure where until we are at a reasonable mode share, we are striving for
more people riding bikes on all routes.
