It says that imap and imaps are both up, but if I try to connect to this machine with an imap mail client it says the connection failed.

svstat /service/imap
svstat /service/imaps

They will say whether the service is registered, and up or down.
If it is down:

svc -u /service/imap
svc -u /service/imaps
svc -u /service/imap{,s}/log
