Some of both, plus a desire on ISC's part to tighten up and focus the
release cycle.  The feature delta between 9.4 and 9.5 was nearly 300
entries in CHANGES; between 9.5 and 9.6 it's only 24, so we don't need
as much time or as many alphas.
