Yes, recursion is "activated" by default, but who is or is not allowed to recurse in a default configuration, depends on the version of BIND you're running. Older versions allow *open* recursion by default. The default for modern versions of BIND, if none of the following are set:

recursion
allow-recursion
allow-query-cache
allow-query

is to restrict recursion to { localnets; localhost; }.

But there is cross-inheritance and override behavior among the options mentioned above. All of this is explained in the ARM.
