"from ns2"?
Are you sitting on your ns2 server and typing this command? If so it may be your resolv.conf file doesn't specify "localhost". Or it may be you haven't configured ns2 to do root hints to look for external domains. Or it may be your ns1 has another server completely in its resolv.conf. Or it may be differences in the named.conf on the two hosts. You should investigate things in that order. What version of BIND are you using?
