BIND ships with a built-in list of hints, and it will use this if you don't provide a hints file. BIND's built-in list is updated by ISC whenever root name server addresses change, or when IPv6 addresses are added, for example. This makes your configuration a bit simpler, and you don't have to care about keeping your hints file up to date.
