Ah, I misunderstood the OP's question - I thought he meant if their provider does IPv6, but cannot assign an IPv6 address from their PA space.

Yes, if your providers does not yet support IPv6, then a tunnel broker like HE (and others) are workable.

FWIW I've been using DNSSEC with HE slaves since October 2017.  I'm
happy to report that I've never had any problem with the service.
