So this is what I focussed on. I haven't considered Google, Cloudflare or Quad9 
at all, just your Unbound forwarder and a potential way to avoid waiting so 
long if it fails to respond.

i'll need re-stare at your suggestions in the _other_ message's context.
not clear 2 me -- yet -- if that leads to a tweakable knob to adjust the 
fallback timeout.
