It looks like we'll try to get a slot or two in GSoC this year. If you are at all interested, consider adding yourself to the biohaskell wiki, and to relevant mentoring org pages and/or subscribing to mailing lists.
For Haskell-oriented stuff there's haskell.org as mentoring organization - a project would need to contribute something of importance to the community at large, i.e. some funcitonality useful outside bioinformatics. Developing a better hashing library might be a workable topic. For the more bioinformatics-related stuff, Open Bioinformatics Foundation is an alternative (http://www.open-bio.org/wiki/Google_Summer_of_Code) The transalign stuff.
