Hello,

back again on this topic. This problem is still not completely fixed with 
Debian Bullseye
and kernel 5.10.46.

The workaround is still:
net.ipv6.route.max_size = 400000
net.ipv6.route.gc_thresh = 102400

On https://bird.network.cz/pipermail/bird-users/2020-March/014406.html is
mentioned that you can also set:
net.ipv6.route.gc_thresh = -1

But is this value save to use? 

This is also the default for IPv4:
net.ipv4.route.gc_thresh = -1

With the default value of net.ipv6.route.gc_thresh = 1024 we have still much
jitter on the line.

Why is still the default value of net.ipv6.route.max_size still 4096?
Compared to IPv4 value:
net.ipv4.route.max_size = 2147483647

Has someone done more research on this topic?
