ONTbirders:

I had a great view of the male Harlequin Duck this morning at about 11 pm
below the Deschenes Rapids in the Ottawa River, from behind the Britannia
Filtration Plant looking straight across the river. It was floating in the
waves just in front of the calm water without diving for about five minutes,
then took off back up the rapids. What a beautiful bird!

Directions courtesy of Chris Lewis:

>From Hwy 417 in Ottawa, take exit 129 north onto Pinecrest Rd. then turn
right (east) onto Richmond Rd. After Richmond crosses Carling Ave, turn
left (north) onto Poulin Ave which eventually leads to Britannia Rd. Turn
right (north) on Britannia which ends at Cassels St. Turn left (west) on
Cassels and look for the entrance to the Britannia Yacht Club. You may park
in the parking lot and walk east up the driveway to the vantage over the
rapids at the northeast end of the marina. To check the river from
"Britannia Point", turn right (east) on Cassels and (keeping left) drive
past the water purification plant until the end. Please do NOT park in the
parking lot beyond the fence, as this for the municipal staff. There is
usually room to park along the road near the boat launch.

The male Harlequin duck was spotted again at 11:30 a.m. or so below the
Deschenes Rapids behind the Britannia Filtration plant. He would float
down from the rapids then fly up and float down again. The lighting was
pretty good under an overcast sky and his markings and reddish flanks
were clearly visible in a scope.

turn right and go down to the Filtration plant and find a place along
the shore behind the plant where you can see a stretch of the river from
  the rapids to the left.
