Greetings: It has been a long 4 months and many, many pages of paper to 
complete my 44 page report requesting a permit system for the Brighton 
Constructed Wetland. 

Well tonight, Tiny and I had 10 minutes to plug our request.

Jim Phillips, P.Eng made his pitch a few moments later and was given time to 
answer question from the Committee of the Whole.

In the end this is what I understand took place:

1 - The request for a permit will be sent to Council (same people - different 
label)
2 - Any monies collected will be put into a separate fund for Environment 
studies or improvements to the wetland.
3 - Liability issues are now being investigated.
4 - How to make a permit available - needs to be addressed (I will contact 
Blenheim and ask Candy what happens with Chatham-Kent).
5 - How to police the wetland to ensure that all people who enter do have a 
permit.
6 - How to get the information regarding a permit out to the public (I have 
many ideas)
7 - Other issues and concerns need to be addressed also.

The Committee of the Whole was presented with a folder containing 25 photos 
from the wetland.  The first photo was my beloved Marsh Wren.  There was a copy 
and newspaper article for both Tiny's (2007) and my (2009) "Certificate of 
Appreciation", also copies of more very supportive emails and the "one" and 
"only" negative comment that was received.  I did say earlier when all this 
started that any comments whether negative or positive would be included.

I will continue to offer my assistance in any way I can to Jim Phillips, P. Eng 
Muncipality of Brighton as the request for a permit continues.
