I never said that the owls are being baited I am just stating what I have
been told that the owls are coming towards photographers and hanging out on
the road for whatever reason. Highly unlikely these hatch year birds are
associating people with food but it's still not common for snowy owls to
fly towards groups of people. If this can be avoided by people not lining
up all along this busy road I would hope that something simple like that
wouldn't be "stiring up trouble where it doesn't exist."

I spend a good amount of time looking for the 3rd snowy owl that was hit
this morning that the Burlington animal control was unable to find without
any luck. I'm a little taken back that an attempt to protect these owls
from being hit is taken as me stirring up trouble but I also don't really
care.

Its also no secret that Eastport is a death trap for many birds hence the
warning signs about low flying birds. Also yes tollgate is a regular winter
location for snowy owls but many being hit along Eastport is not so common.
A proactive approach to make any attempt to help them does not make me a
trouble maker.
