The idea of removing token #define's in the absence of --yacc has come up 
a few times over the past year.  The main discussion I'm aware of started 
here:

As far as I can tell, the #define's are only generated for "yacc.c".  Are 
there any objections to implementing this change now?

The issue then is how to take advantage of this feature (and other Bison 
improvements over Yacc) with Autotools.  See the above thread for that 
discussion.  We discussed several possibilities.
