When setting inside distro file or local.conf

PREFERRED_PROVIDER_virtual/${TARGET_PREFIX}libc-for-gcc:glibc-intermediate
Where glibc-intermediate is set to 2.4 it refuses to build 2.4. It instead
takes anything but 2.4. Setting DEFAULT_PREFERENCE inside 2.4 = "9999" doesnt
make any difference, nor does setting "-1" inside the rest of the glibc files.

Setting arch specific, for example :
PREFERRED_PROVIDER_virtual/sh3-linux-libc-for-gcc:glibc-intermediate does on
the other hand work perfectly fine. But thats not a good solution if building
for more than one arch.
