Once again... If you download stuff once and then run bittest again it will not
refetch the software And this is basicly your 'ping' you want to achieve
Besides that there are many many projects that love to change their release
tarballs after releases this includes GNU, GNOME, KDE and one want to find that
out sooner than later.

>From a QA point of view there is no difference between "Unknown if source
exists" and "Source exists but it could be different".  So for QA you want to
refetch the archives from scratch quite often, e.g. once a week if we have
source mirrors.

For curiosity just copy your DL_DIR dir into the tmp directory of BitTest and
you will have your ping...
