Because if the config says to build the svn version of linux-rp and we
skippackage linux-rp because the server is unavailable it will build a
different version. This leads to different bitbake behavior depending on
whether a server was available or not which is into the territory or
unreproducible builds. We're not going there.

It doesn't need to be done per distro, it can go into sane-srcdates.inc

Thats unfortunate but we can't solve it by skipping packages during parsing,
sorry.
