Confirmed on my build environment. "bitbake cups" did indeed build and package
cups properly, however all the dependencies that were built in order to build
cups did not get packaged.
The solution is to manually determine everything that cups depends upon, and to
bitbake *all* of those, something like: "bitbake expat dbus libgpg-error libpng
gnutls jpeg libgcrypt cups...(the list goes one)".
