bitbake shell is completely broken now.  I used to use it a lot, but now errors
have become unpredictable.  For example packaging seems to be really off
(FILES_* vars not getting through?).  For example busybox builds fine straight
from bitbake but fails with "bitbake -i" in the following way: 

NOTE: Not creating empty archive for busybox-httpd-1.2.1-r13
Packaged contents of busybox-udhcpd into
/home/laibsch/work/tmp/angstrom/deploy/glibc/ipk/arm-oabi/busybox-udhcpd_1.2.1-r13_arm-oabi.ipk
NOTE: Not creating empty archive for busybox-dbg-1.2.1-r13
*** Error: CONTROL/conffiles mentions conffile /etc/syslog.conf which does not
exist

ipkg-build: Please fix the above errors and try again.
NOTE: Task failed: ipkg-build execution failed
NOTE: package busybox-1.2.1-r13: task do_package_write_ipk: failed
ERROR: TaskFailed event exception, aborting
