Yes for a BitC  assembly used by a non BitC assembly  ( Bitc itself can
include the switch by default)  but the question is what is the goal for
BitC on the CLR ?  I have suggested some before  is it as I suggested ( eg a
base line and get running now )  , Is it an interim stage ?  Will it attempt
to be a  very fast  .NET language  eg open a market to replace C++ backends
?

Right. So the problem is that a module compiled in the way that Ben suggests
will be marked as unsafe, and that will raise link-time complaints that are
visible to the user.
