At least Android/Dalvik is still the most popular by some measure, and that's JIT/GC. It'll force them to work hard on this problem. None of these platforms would exist without binary compatibility for apps through updates of the system DLLs. Besides, user-installed/app-installed DLLs have a whole other host of issues which have led us to stop sharing them.. (named after the problem in the windows-word, aka DLL-hell -- named for the solution in the unix workd, aka encap)
