I tried to outline the steps in my January post titled "Segregated
Witness". Note that since then I think the spec changed a bit, and also
I might have understood everything back then.

We can wait until the whole thing is finished before merging, or we can
define an intermediate goal (like being able to send to segwit
addresses) and merge just what necessary for achieving that goal.
Basically it's up to you how much work you can contribute.

I'm happy to look at any contributions!
