Not with *only* bitcoinj. First, you'd need at least two nodes mining.
This can be set up using Bitcoin Core (see
https://bitcoin.org/en/glossary/regression-test-mode). Then you can
connect to that local network using bitcoinj like any other Bitcoin network.
