For reference, the change in 2017 was (very briefly) discussed in

I'm not sure about the state of Bitcoin Core, but I can say that there
are no known problems with the MIN_NONDUST_OUTPUT of the 0.14 branch.
Does Core still care about "dust" at all these days?
