I am incorrect. As of 8.12, you must have the daemon running
in order to do deliveries. $SENDMAILSOURCE/sendmail/SECURITY
has a big chunk of information about this, including potential
work arounds (mostly this has to do with allowing users to read
the mailqueue.
This is, as I originally surmised, a result of not running the
daemon as root.
