I'm not sure what you mean.
However, both Verisign and Register.com send out paper mail
to domain holders trying to "slam" the domain registry.
Verisign is the *worst* about it, and lost a class action
suit recently (they didn't tell people that they were currently
registered with another system); register.com at least does
that.
