Two problems were at work here.  One: (note to self) RTFM.  But
sometimes you just don't feel like you have time....

As noted in the sendmail SECURITY README:

    sendmail must be a set-group-ID (default group: smmsp, recommended
    gid: 25) program to allow for queueing mail in a group-writable
    directory.  Two .cf files are required:  sendmail.cf for the daemon
    and submit.cf for the submission program.  The following permissions
    should be used:

    -r-xr-sr-x  root   smmsp    ... /PATH/TO/sendmail
    drwxrwx---  smmsp  smmsp    ... /var/spool/clientmqueue
    drwx------  root   wheel    ... /var/spool/mqueue
    -r--r--r--  root   wheel    ... /etc/mail/sendmail.cf
    -r--r--r--  root   wheel    ... /etc/mail/submit.cf

Fine.  But I had another problem as well.  I botched the creation of
the user and group smmsp, and the group ID for user smmsp in
/etc/passwd did not match the group id for smmsp in /etc/group.
Luckily, some other poor sap had the same problem and a paste of the
log message to google groups pointed me to the light.
