I can speak quite highly of "DSLextreme", of all places. Hardly any outages
(then again, I live 1.5 blocks from the CO), but when there are I actually get
to talk to the people who fix the problems and they seem to have a clue. Also
for static IP they were at the time I got it the cheapest around ($45/mo) and no
contract. Based on the level of support I've had, I'd go for them for the
business  I work for if I had to choose again. Only downside appears to be not
tech support, but 'customer service'/billing folks can have long hold times.
